Steven Greer is not all that. He is a nutjob. Yes, those even come in the shape of academics with friends among astronauts and military personel (mostly former), and nice resumés.

Yes, they have recieved extraterrestrial signals for the last decades. But what they are looking for, are signals from extraterrestrial intelligences - not signals that later turn out to be new types of neutron stars or quasars.

Be assured - the SPECULATION about NRO or NSA is typical Steven Greer, NOT the assumptions of a senior SETI official. And the "external human"? Not jamming. Just radiowaves, microwaves and other standard noises from the human civilization. This is also nothing new.

Yes, why haven't they?
The simplest reason might be the most reasonable one: Steven is talking about something that they haven't actually picked up. Signals from an alien civilization.

See, once again: 'Extraterrestrial signals' - not signals from extraterrestrial civilizations or intelligences. But they HAVE become increasing in frequency and number (same thing), because we have more "ears" to the sky than ever before. "Eyes" as well. (Radio and Optical telescopes)
