It's a patented design for breathing through your toilet in the event of a fire.

I can't believe that someone thought that this would be a good idea. The smell would be worse than the burning flesh in the next room.

Depends on where you are at, but more then likely you will pass out from inhailing "sewer gas" before the fire gets to you.

I think it was meant for hotels and tall buildings where there would be at least a little fresh air to breathe to give the emergency services time to get to you.

There is many materials that are fireproof these days. It really isnt a problem to design a fire proof hose.
